2022年4月29日12点24分，湖南省长沙市望城区金山桥街道的一栋居民自建房忽然下坐式垮塌。从8层楼到变成一片废墟，仅仅4秒钟。
At 12:24 on April 29, 2022, a resident’s self-built house in Jinshanqiao Street, Wangcheng District, Changsha City, Hunan Province, suddenly collapsed in a sit-down manner. From 8 floors to ruins, it takes only 4 seconds.
张双（事故幸存者）：眨眼工夫都没有，看到那个墙一条线一样下来，人就倒下来了，就感觉这里有东西，压在上面，越压越紧越压越紧。

张双是9名幸存者之一，她的左腿严重受伤，至今仍无法行走。而对于54名遇难者的家庭来说，事故留下的更是难以愈合的创伤。

调查发现，如果能把时钟拨回到从前，其实曾有过避免悲剧的机会。涉事房屋属于金坪社区盘树湾组，房主是当地居民吴奇生、吴治勇父子，他们先是在2012年盖起了5层楼房、局部6层，2018年又擅自加盖到8层
、局部9层，楼高达26.3米，整个过程从没有向任何部门报备办证，设计施工找的都是没有专业资质的土师傅，导致房屋结构和建筑质量都存在严重隐患。最不可思议的是，除了一楼是实心砖墙，二至五层全是承重性差很多的空斗墙，出问题可以说是早晚的事。现在，吴奇生已经在事故中丧生，吴治勇则面临法律的审判。

Now, Wu Qisheng has been killed in the accident, and Wu Zhiyong is facing a legal trial.

当房主安全意识和基本常识极度缺失，监管就显得格外重要。然而，应有的监管却从未落实。2016年以来，党中央国务院及湖南省委省政府曾先后6次部署开展专项行动，要求对违建房屋清查整治，切实维护人民生命财产安全。然而这栋夺命建筑，竟然在历次行动中都成了漏网之鱼。
When homeowners are extremely lacking in safety awareness and basic common sense, supervision is particularly important. However, due regulation has never been put in place. 2016年，住建部部署开展城市建成区违建专项治理五年行动，当时望城撤县设区的时间不长，省住建厅和长沙市仍然把它视为县，没有纳入整治范围。到了2018年，湖南省开展县城违建专项治理三年行动，这一次省住建厅和长沙市却又把望城当作区，再次排除在整治范围之外。望城区就这样成了两项行动都漏过的真空地带。

周正茂（湖南省长沙市望城区原副区长）：这么多存量的这些有违建的房屋，实际上都是有安全隐患的，要解决它的难度不是一般的大。就心存侥幸，反正只要在我任期之内应该不会出事。

负有监管责任的人不担当不作为，结果就是不仅历史遗留问题得不到解决，违法的自建房反而越来越多、越盖越高。吴氏父子也正是因为看到没人管，才敢于在2018年违法加盖，他们判断，只要躲着点儿城管就行了。

在吴家施工过程中，城管确实来过，也有过消除这一隐患的机会。调查发现，城管执法人员先后有6次巡查发现了吴家在违法施工，但大多只是口头警告，只有1次下达了《责令整改通知书》，要求立即停工并来中队约谈。然而，吴氏父子既没有去约谈，还继续偷偷施工。城管队员向队长冷经科汇报了相关情况，冷经科却没有当回事儿，转眼就忘在了脑后。

The members of the urban management team reported the relevant situation to the captain of the cold economic department, but the cold economic department did not take it seriously, and forgot about it in a blink of an eye.

吴家的房子就这样在光天化日之下从5层加到了8层，本就脆弱的建筑更加不堪重负，悲剧的脚步开始提速。
In this way, the Wu family’s house was increased from 5 to 8 floors in broad daylight, and the already fragile building was even more overwhelmed, and the pace of tragedy began to speed up.
张华（湖南省纪委监委工作人员）：2018年加层之后，这个违法行为已经显而易见的情况之下，其实每一个部门，住建、城管、规划都能发现这个问题，也能依法进行处理，但是他们没有。

到了2020年，又一次发现问题的机会出现了。那一年，福建泉州和山西襄汾接连发生了两起自建房坍塌、导致重大伤亡的事故，习近平总书记均作出重要批示，要求压实安全责任，举一反三抓紧排查此类用房的安全隐患，针对发现的漏洞及时整治，从源头防范群死群伤事故的发生。2020年7月，住建部部署在全国开展为期一年的“两违清查”工作。然而，湖南省住建厅却到9月才转发该通知，长沙市次年1月才印发方案，望城区行动则更是拖沓迟缓，直到2021年6月25日才印发通知，离住建部通知要求的结束日期已经只剩几天了。

In July 2020, the Ministry of Housing and Urban-Rural Development deployed a one-year “two violations clearance” across the country. However, the Hunan Provincial Department of Housing and Urban-Rural Development did not forward the notice until September, the city of Changsha did not issue the plan until January of the following year, and the Wangcheng District action was even more delayed, and it was not until June 25, 2021 that the notice was issued, just a few days before the end date required by the Ministry of Housing and Urban-Rural Development.
周正茂（湖南省长沙市望城区原副区长）：确实任务量太大，难度也大，摸排上来后面整治，你到底整治得了吗？也可能有这种担忧，当时。所以说就上面提什么要求应付了事，以形式主义来应对上面交办的大事。
Zhou Zhengmao (former deputy head of Wangcheng District, Changsha City, Hunan Province): It is true that the amount of tasks is too large and the difficulty is also great. There may also have been such concerns at the time. Therefore, we have dealt with the above requirements and dealt with the major tasks assigned by the above with formalism.
望城区实际上一栋房屋也没排查，却上报了所谓排查数据。事故发生之后，调查组从数据中看出了问题。资料显示，望城区短时间内曾三次修改数据，6月29日先上报的是排查了217栋，仅6天后改成8.1668万栋，过了一个月又改成1.8238万栋，前后相差巨大。顺着这一发现追问下去，望城区弄虚作假、欲盖弥彰的详细过程暴露了出来。
In fact, not a single house in Wangcheng District was investigated, but the so-called investigation data was reported. After the accident, the investigation team saw the problem in the data. According to the data, Wangcheng District has revised the data three times in a short period of time, and on June 29, it was first reported that 217 buildings were investigated, and only 6 days later it was changed to 81,668 buildings, and then it was changed to 18,238 buildings after a month, which is a huge difference before and after. Following this discovery, the detailed process of Wangcheng District’s deception and desire to cover up was exposed.
张华（湖南省纪委监委工作人员）：当时报的200多栋，觉得这个数据太少了，然后就想着数据搞大一点，然后这个人可能做事也没有（思考），直接把自建房登记的数据8万多栋又搞上去，后面发现8万多栋全部排查了好像也不太现实，因为只有这么长的时间，又改成1万8千多栋。
Zhang Hua (staff of the Hunan Provincial Commission for Discipline Inspection and Supervision): At that time, there were more than 200 buildings, and I felt that this data was too little, and then I thought that the data would be bigger, and then this person may not have done anything (thinking), and directly put the data of more than 80,000 self-built houses on it again, and then found that more than 80,000 buildings were all investigated, and it seems unrealistic, because it only took such a long time, and it was changed to more than 18,000 buildings.
吴家的明显违建不仅没人来管，加盖后反倒租给了更多商户，楼里开起了餐饮店、私人影院、家庭旅馆。获得家庭旅馆经营资格需要经过房屋安全检测，一家名叫湘大工程检测有限公司的机构，为这栋问题房屋出具了鉴定报告，表示它“符合安全使用条件”。调查发现，这家极度不负责任的机构，是由长沙市公安局望城分局治安管理大队原副大队长刘万全推荐给辖区内有需要的房主团购的，这背后是刘万全收受了该公司的好处。
Not only did no one take care of the Wu family’s obvious illegal construction, but after it was built, it was rented to more merchants, and restaurants, private cinemas, and family hotels were opened in the building. To obtain a family hotel license, it is necessary to go through a housing safety inspection, and an agency called Xiangda Engineering Testing Co., Ltd. issued an appraisal report for the problematic house, saying that it “meets the conditions for safe use”. The investigation found that this extremely irresponsible agency was recommended by Liu Wanquan, the former deputy head of the Public Security Management Brigade of the Wangcheng Branch of the Changsha Municipal Public Security Bureau, to homeowners in need in the jurisdiction for group purchase, which was behind Liu Wanquan’s acceptance of the company’s benefits.
刘万全（长沙市公安局望城分局治安管理大队原副大队长）：总共送了两万三还是两万五千块钱。作为一个执法者，自己自甘堕落，为了这些蝇头小利，贪小利贪小便宜，没有守住纪律的、法律的底线。
Liu Wanquan (former deputy captain of the Public Security Management Brigade of the Wangcheng Branch of the Changsha Municipal Public Security Bureau): A total of 23,000 yuan or 25,000 yuan was sent. As a law enforcer, he is willing to degenerate, for the sake of these petty profits, greedy for small profits and greedy for small gains, and does not keep the bottom line of discipline and law.
那次团购，湘大公司一天就给这个辖区20多栋房屋做了鉴定，没带任何专业设备，两个人一人收钱，一人肉眼观测，平均每家就待了十几分钟，出具的报告全都是合格。调查发现，湘大公司其实完全不具备鉴定能力，之所以获取了专业资质，也是因为湖南省市场监管局把关的公职人员收受了该公司的红包礼金，把关乎安全责任的资质评审变成了走过场。
In that group purchase, Xiangda Company appraised more than 20 houses in this jurisdiction in one day, without bringing any professional equipment, two people collected money and one person observed with the naked eye, and each stayed for more than ten minutes on average, and the reports issued were all qualified. The investigation found that Xiangda Company actually did not have the ability to identify at all, and the reason why it obtained professional qualifications was also because the public officials of the Hunan Provincial Market Supervision Bureau accepted red envelopes from the company, turning the qualification review related to safety responsibilities into a formality.
谭晶（湖南省市场监管局原工作人员）：他就拿了一个信封，在没人的地方他就悄悄塞给我，他说是我们单位的资料，然后我回去以后发现是里面装了现金3000元，就这样。所以我不逃避我自己的（责任），犯了法要承担法律的责任，一定要。
Tan Jing (former staff member of Hunan Provincial Market Supervision Bureau): He took an envelope, and he quietly stuffed it to me where no one was, saying that it was the information of our unit, and then when I went back, I found that it contained 3,000 yuan in cash, and that’s it. So I don’t shirk my own (responsibility), I have to bear the responsibility of the law if I break the law, and I must.
时间进入事故发生前的最后一年，其实还曾有过机会在最后关头拆除这枚定时炸弹。2021年6月19日，离长沙只有几百公里的郴州市汝城县发生一起民房垮塌事故，5人死亡、7人受伤，湖南省委省政府随即部署开展隐患大排查。但这场近在省内的事故，依然没有引起长沙市的重视。
Fast forward to the last year before the accident, and there was actually a chance to defuse the time bomb at the last minute. On June 19, 2021, a house collapse accident occurred in Rucheng County, Chenzhou City, only a few hundred kilometers away from Changsha, killing 5 people and injuring 7 people. However, this accident, which is close to the province, still has not attracted the attention of Changsha City.
郑建新（湖南省长沙市原市长）：郴州已经是有塌房的了，我们觉得好像是人家隔壁，是人家的事，把别人的事故当故事在听，没有从心里面（警觉），总是认为不会是我们这儿，我们这儿都搞得挺好，一问局长都说是挺好的，我们的房子都好。
Zheng Jianxin (former mayor of Changsha City, Hunan Province): There are already collapsed houses in Chenzhou, we feel as if it is next door to others, it is someone’s business, we listen to other people’s accidents as stories, we are not vigilant from the heart, we always think that it will not be us here, we are doing a good job here, and when we ask the director, they all say that it is very good, and our houses are good.
对这次排查要求，不论是长沙市还是望城区，都是以开会、发文取代实际工作，望城区把排查任务推给了街道，街道又把任务推给了社区。
For this investigation, whether it is Changsha City or Wangcheng District, they all replace the actual work with meetings and documents, and Wangcheng District pushes the investigation task to the street, and the street pushes the task to the community.
吴桂英（湖南省委常委 长沙市委书记）：从领导责任来讲，都是重视不够，我们把这么重大的这种责任就压到了社区，它的管理能力、专业水平、人员力量都是不够的。
Wu Guiying (Member of the Standing Committee of the Hunan Provincial Party Committee and Secretary of the Changsha Municipal Party Committee): In terms of leadership responsibility, we have not paid enough attention to it, and we have put such a heavy responsibility on the community, and its management ability, professional level, and personnel strength are insufficient.
张华（湖南省纪委监委工作人员）：社区就以120元一天请了两个没有任何这方面专业知识的人，对这个涉事房屋在内的40栋房屋，两天时间就排查完了。

这是历次专项整治中，唯一一次有人到吴家进行现场排查。但两名不懂专业的临时雇佣人员也只能是来做做样子。金山桥街道最终上报的数据称，辖区内房屋安全隐患为零。
This is the only time in the previous special rectification that someone went to Wu’s house to conduct on-site investigation. But two temporary hires who don’t understand the profession can only be put on a show. The final data reported by Jinshanqiao Street said that there were zero potential housing safety hazards in the jurisdiction.
蔡亭英（湖南省纪委监委副书记、省监委副主任）：那么多违建，你怎么可能说风险隐患为零呢？稍稍动一下脑子想一想，这个数据都是不可靠的。这也是官僚主义一种突出表现。就是很多东西，明明摆在那个地方但是视而不见。
Cai Tingying (Deputy Secretary of the Hunan Provincial Commission for Discipline Inspection and Supervision, Deputy Director of the Provincial Supervision Commission): There are so many illegal constructions, how can you say that the risks and hidden dangers are zero? If you think about it, this data is unreliable. This is also a prominent manifestation of bureaucracy. It’s just a lot of things, obviously in that place but ignoring them.
事故发生之后，仅一个月内，望城区就排查出加层扩建房屋7180栋，整个长沙市排查出的则达到4.4万栋。但在当时，对于明显失实的数据，省市区三级却都不经审核把关，就这样级级上报。
After the accident, within a month alone, 7,180 additional floors and expansion houses were found in Wangcheng District, and 44,000 houses were found in Changsha City. However, at that time, for the obviously inaccurate data, the three levels of the provinces and municipalities were not audited and checked, and they were reported at this level.
吕军（湖南省长沙市纪委监委工作人员）：这么多人，这么多部门，这么多领域，如果任何一个，有一个如果认真去工作的话，那我觉得这个事故都是可以避免的，不是不能避免的。这不是天灾就是人祸。

This is either a natural or man-made disaster.
在一级级的推诿扯皮、敷衍塞责、麻痹侥幸之中，曾有过无数次化解风险的时机都被浪费，悲剧的脚步在人们浑然不觉中，已经走到了门前。事发当天上午10点多，这栋房子还在释放最后的警讯，有租户发现墙面开裂，钢筋弯曲，然而吴氏父子听到租户反映后，仍然认为买点钢材来加固一下就行了。当时针指向2022年4月29日12点24分，悲剧终于铸成。
In the first-level prevarication, perfunctory, and paralyzing luck, there have been countless opportunities to resolve risks that have been wasted, and the steps of tragedy have come to the door without people realizing it. At about 10 o’clock in the morning on the day of the incident, the house was still releasing the last warning signal, and some tenants found that the walls were cracked and the steel bars were bent, but after hearing the tenants’ feedback, the Wu father and son still thought that it would be enough to buy some steel to reinforce it. At 12:24 on April 29, 2022, the tragedy was finally cast.
吴治勇（涉事房主）：我这辈子是不会安宁了。我只打一个比方，如果我十几岁二十岁，在别人家压死了，我的家人作何感想，这个我不说，至少我想得到。
